According to the Senate Committee on Public Accounts, NAPIMS illegally charged subsidies on crude oil between 2017 and 2021, while NNPC did the same on petrol, diesel, and kerosene — practices described as “illegal and unacceptable.”
The committee also questioned NNPCL’s claim of paying ₦103 trillion in cash calls to joint venture partners in 2023, despite earning only ₦24 trillion from crude between 2017 and 2022.
Committee chairman, Senator Ahmed Wadada, called the figures “unjustifiable,” noting that cash call arrangements were abolished in 2016.
“How can NNPC pay ₦103 trillion in one year when it earned ₦24 trillion in five?” he asked, urging a full investigation and possible refund to the Treasury.
The committee has summoned NNPCL CEO Bayo Ojulari to personally appear with his management team at the next hearing.
“The public has been waiting for this,” Wadada said. “Accountability cannot be compromised.”
A new date for NNPCL’s appearance is yet to be announced.
